In short, this isn't a tagging problem. It's a "lack of detail" problem.

Aug 1, 2012 at 16:37 comment added acolyte maybe not applied default, but i think that some should be included in the available tags for when they're needed. even if they're there for high-level users to retag into questions when approptiate, it would still help to alleviate confusions and streamline answers.
