You cannot delete questions that have answers on them. This is a Stack Exchange-wide rule. [Side question: why are you needing the delete tool so frequently, on more than one site?]

Beta sites do not have moderator elections, moderators are appointed by Stack Exchange. The Workplace will have its first election shortly after graduation, but right now we don't know when that is, thus we have no idea when the election will be.

This is a core feature of the StackExchange network and this behaviour is intentional. In short, it's to eliminate "drive-by users" who might answer questions that have been protected for a good reason. Like gnat said, it was closed so you couldn't flag it. Regardless, thanks for flagging things! While flags often create work for us moderators it all helps contribute to a better site.

When a migrated question is closed on the target site, it is a "rejected migration". The question is locked, and automatically deleted after a period of time. If you think such a question can be salvaged, you can flag a mod to unlock it.

You've been a member for more than 2 years, but you only yesterday met the reputation requirement to collect the second badge, and only the day before met the reputation requirement to collect the first.
